- Heat oil on medium heat, once hot add chopped onions, garlic, spices, salt and pepper.
- After 3 minutes, the onions will be translucent. Stir in the crushed tomatoes, brown sugar and bring to a boil.
- Carefully pour this mixture into the food processor and blend into smooth.
- Brown the meat on all sides in the original pan, add more oil if necessary. Pour in the blended spice mixture, stock and add lemon zest.
- Cover with the lid and cook for 30 minutes on medium-high. Serve over steamed rice and top with chopped cilantro.
